Has specific legislation, final regulations or other formal regulatory guidance addressing the use of AI in your jurisdiction been implemented (vs reliance on existing legislation around IP, cyber, data privacy, etc.)?

No.

Specific legislation has not been adopted yet; however, the legislative procedure for adopting local AI legislation has already been initiated.

Please provide a short summary of the legislation/regulations/guidance and explain how legislators aim to strike the balance between innovation and regulation.

As for the legislative framework for AI, the competent Slovak authorities are currently taking initial steps toward adopting national AI legislation.

As of 1 August 2025, the draft Act on the Organization of Public Administration in the Field of Artificial Intelligence (the "Slovak AI Act") has entered the interministerial review process, which is the initial phase of the Slovak legislative procedure.

The Draft AI Act aims to implement certain provisions of Regulation (EU) 2024/1689 of the European Parliament and of the Council of 13 June 2024, which establishes harmonized rules on artificial intelligence within the EU (the "AI Act"). It primarily defines the national authorities responsible for enforcing the AI Act, imposing penalties for its violation, conducting market surveillance and supervision, and sets out certain provisions concerning the obligations of high-risk AI system operators, in alignment with the AI Act.

The Draft AI Act is intended to take effect on 1 January 2026.

Which agency regulates the use of AI in your jurisdiction?

According to the draft Slovak AI Act, the primary responsibility for AI regulation will rest with the Ministry of Investment, Regional Development and Informatization of the Slovak Republic (the "MIRRI").

However, in addition to MIRRI, sector-specific authorities will also be responsible for AI regulation within their respective areas of competence — for example, the National Security Authority in the domain of cybersecurity and the Office for Personal Data Protection in the area of data protection.

Furthermore, on July 4, 2025, the Slovak government appointed a Government Plenipotentiary for Artificial Intelligence. This advisory body has been mandated to support the development of artificial intelligence in close cooperation with relevant state authorities.
