The target for Sweden is to have no net emissions of greenhouse gases by 2045.

Have national policies or legislation been adopted limiting or prohibiting the use of certain fossil fuels (e.g. coal, natural gas, nuclear)?

No, national policies or legislation have not been adopted in limiting or prohibiting the use of certain fossil fuels (e.g. coal, natural gas, nuclear).

What specific national climate change legislation has been adopted?

Climate Act (Sw. klimatlagen) addresses requirements on the Swedish Government.

Does your country participate in an international or national GHG emissions trading scheme?

Yes, EU Trading Emissions Scheme (directive implemented by Act on Certain Emissions of GHG 2020:1173).

Has a national CO2 tax or similar instrument been adopted?

Yes, Act on Energy Tax (Sw. lag om skatt på energi 1994:1776).

Does national legislation regulate and/or subsidize carbon capture and storage (CCS)?

Yes, some general provisions in the Swedish Environmental Code (Sw. miljöbalk 1998:808) and a specific Ordinance on Geological Storage of CO2 (Sw. Förordning om geologisk lagring av koldioxid 2014:21)

Are the production and/or use of renewable energy sources subject to a national subsidy or similar support scheme?

Scheme for promoting the production of renewable energy together with Norway. Proposed to be finished during 2035 meaning that new installations put into production after 2021 will not be included.

What are the main national measures being taken to reduce GHG emissions / improve energy efficiency in the built environment?

According to the Swedish Government’s Climate Policy Action Plan, the following actions should be taken:

  • Climate declarations for climate-smart construction from a life cycle perspective are introduced from 2022.
  • Requirements for reduced climate impact and life cycle analyses during construction shall be promoted, for example by developing procurement criteria. Wood construction will increase.
  • Environmental risk assessments for recycling in construction and the construction industry needs to be developed. Use of excavated masses should be easier.
What are the main national measures being taken to reduce GHG emissions / improve energy efficiency in the transport sector?

CO2 taxes and subsidies for electrical vehicles.

What are the main national measures being taken to reduce GHG emissions / improve energy efficiency in the industry?

Energy efficiency and resource management are factors that are taken into account when examining permits in accordance with the Environmental Code for, for example, environmentally hazardous activities such as larger industries. These are also issues that are raised in connection with the supervision of businesses.

Sweden has a cross-sectoral goal of reducing energy intensity by 50 percent between 2005 and 2030. The Swedish Energy Agency coordinates a number of instruments to reduce the industry's energy use. Large companies must carry out energy surveys to increase energy efficiency.

A large part of the industry's emissions of carbon dioxide has been covered by the EU's emissions trading scheme since 2005.

What are the main national measures being taken to reduce GHG emissions / improve energy efficiency in agriculture and land use?

According to the Swedish Government’s Climate Policy Action Plan, the following actions should be taken:

  • The national forest program is being developed to further promote the growing forestry industry and sustainable forestry.
  • A bio-economy strategy that contributes to increased access to biomass and environmental and climate benefits must be developed.
  • Methods for increased carbon storage in e.g. agricultural land shall be promoted.
  • Relevant authorities should be instructed to plan to reduce the emission of greenhouse gases from organogenic soils and increase carbon storage in arable and pasture land.
  • An inquiry is set up to propose measures and instruments to support development towards fossil-independent agriculture.
  • Continued efforts to reduce methane leakage from manure handling.
  • Manure gas support is evaluated.
  • A national plan is drawn up for the implementation of the EU common agricultural policy.
What are the main national measures being taken to reduce GHG emissions / improve energy efficiency in the electricity production sector?

What measures are national financial institutions (incl. banks, pension funds, asset management companies and insurance companies) aimed at reducing the GHG emissions of their customers?

There is currently no legal requirement, but institutions often adopt guidelines, policies, etc.

Are there prominent national climate change litigation cases in your country? If so please provide a short description (e.g. plaintiffs/defendants, public or civil law based, etc.).

As far as we are aware no one pending, but the media has informed us that one is currently planned by Swedish students against the Swedish Government for not taking necessary measures in respect of the climate change issue.

There are a few policies, measures and legislation at various levels and bodies both governmental and private concerning climate change.
