Has specific legislation, final regulations or other formal regulatory guidance addressing the use of AI in your jurisdiction been implemented (vs reliance on existing legislation around IP, cyber, data privacy, etc.)?

No. However, there are pending updates currently on the horizon in Uruguay that do not yet constitute a comprehensive AI regulatory framework, including:

  1. Council of Europe Framework Convention on AI (signed September 2, 2025): Uruguay became the first Latin American country to sign the Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law. However, the treaty has not yet been ratified by Uruguay's Parliament.
  2. Bill on AI-generated sexual content (File CRR 691/2025): A bill amending Article 92 of Law No. 19,580 (Gender-Based Violence Act) to criminalize the dissemination of sexual content generated through artificial intelligence was approved by the Chamber of Representatives (Cámara de Representantes) on December 17, 2025, and subsequently approved unanimously by the Senate's Human Rights and Gender Equity Committee on April 21, 2026. It is pending a vote by the Senate plenary. This is sectoral criminal legislation, not a general AI regulatory framework.
Please provide a short summary of the legislation/regulations/guidance and explain how legislators aim to strike the balance between innovation and regulation.

Article 74 of Law No. 20.212: Assigns the Agency for the Development of Electronic Government Management and the Information and Knowledge Society ("AGESIC") the task of designing and developing a national data and artificial intelligence strategy based on international standards, in both the public and private sectors. In matters concerning the processing of personal data, joint action with the Personal Data Regulatory and Control Unit ("URCDP") is required.

Decree No. 216/023: Establishes the Uruguay Innovation Hub Program with the aim of promoting the strengthening of the innovative and entrepreneurial ecosystem in science, technology, and innovation, prioritizing advanced digital technologies, biotechnology, and green technologies.

AI is regulated in Uruguay by the Agency for the Development of Electronic Government Management and the Information and Knowledge Society ("AGESIC").
